AB 1033: State employment: new employees: information

Sponsored by UAPD Local 206 and AFSCME, this bill requires that state agencies provide an explanation of benefits to individuals who are offered employment and to provide them with a written memorialization acknowledging that they received these materials before accepting employment.

Currently, prospective hires are not aware of the qualifications or evaluative criteria for each salary range for their classification, nor are they provided a clear explanation once hired. Further, they are not given an explanation of the benefits that are a part of CalPERS or the benefits and protections provided by the State Civil Service Act. In order to promote a healthy and equitable state civil service workforce, California must facilitate recruitment and retention of new employees. It can do this by adding transparency and accountability to the hiring process. This legislation does exactly that, while also promoting equal opportunities that close the gap in gender and minority pay.

The bill was signed into law by Governor Newsom on October 2nd.
